MIAMI COUNTY — The Miami County Commissioners accepted a grant in the amount of $300,000 to fund a bridge replacement project during their meeting on Tuesday morning.
The commissioners authorized the president of the board, John F. Evans, to sign the attached Ohio Public Works Commission Project Grant Agreement for capital improvement funds in the amount of $300,000 for the replacement of the Troy-Urbana Road bridge No. 4.71 in Lost Creek Township. Miami County Engineer Paul Huelskamp said the project will also utilize a local match of $150,000, so it is a 67 percent-33 percent split.
“This is bridge levy money, which is up for renewal this fall, and it’s a perfect example of us using that money to leverage bringing state and federal money back to Miami County for purposes of replacing bridges in Miami County,” Huelskamp said.
The commissioners have not yet awarded the construction bid for the replacement of this bridge. On July 9, the county received the following bids for the project: $447,399 from Brumbaugh Construction of Arcanum; $463,798.50 from Eagle Bridge of Sidney; and $558,314.32 from R.B. Jergens of Vandalia. The bids are still under review.
Also on Tuesday, the commissioners authorized purchases for the Miami County Board of Elections. They commissioners accepted a quote from MNJ Technologies Direct, Inc., Buffalo Grove, Ill. and authorized the Board of Elections to purchase two Cisco network switches, two Cisco backup power supplies, two Cisco CATALYST 9200 licenses, and a Cisco network security firewall to provide remote connection to the office, as well as build additional redundancies for failures. The cost shall not exceed $7,213.85 and will be paid with grant funds provided from the Ohio Secretary of State.
The commissioners also authorized and signed an agreement to purchase assessment and treatment services for juvenile sex offenders with Kari Higgins Counseling, Xenia, on behalf of Miami County Juvenile Court. The cost is $300 for each group therapy session with a total cost not to exceed $15,000.
The commissioners then authorized and signed a memorandum of agreement with Kari Higgins M.A. LPCC, Therapist, for the purpose of providing mental health services to residents of the West Central Juvenile Rehabilitation Facility and their families. The cost is $65 per hour, not to exceed $7,800 for the term of July 1, 2020 through June 30, 2021.
Later, the commissioners authorized and signed a memorandum of understanding concerning the acceptance of HAZMAT equipment to be transferred from Montgomery County Emergency Management Agency (EMA) to the Miami County EMA. The equipment includes one self-contained breathing apparatus, one chlorine emergency kit, and one equipment trailer This equipment has been funded by the FY17 State Homeland Security Grant program, and it is being administered on a regional basis through the Montgomery County EMA. The total value of this equipment is $53,388.55.
At the end of their meeting, the commissioners approved the following zoning changes:
• Rezoning approximately 3 acres at 2332 Fenner Road, Troy, from light industrial to single-family residential.
• Rezoning approximately 2.7 acres at 6189 Troy-Frederick Road, Tipp City, from general agriculture to single-family residential.
• Rezoning approximately 5.2 acres at 6665 Brown Rad, Covington, from general agriculture to domestic agriculture.
